FDA cosmetics — FD&C Act post-MoCRA (2022). Color additives must be FDA-approved (FD&C, D&C, Ext. D&C colours). No EU-approved colours not on FDA list. Fragrance labelling: 'fragrance' is sufficient (no individual disclosure required yet). Animal testing not federally banned (state bans: CA, VA, IL, NV).

UK Cosmetics Regulation. Annex II (prohibited) and Annex IV (permitted colorants) are retained EU lists. Fragrance allergen disclosure (26 allergens above threshold) mandatory. Cruelty-free testing banned since 2004.

EU Cosmetics Regulation 1223/2009. Annex IV permitted colorants only — US FD&C Red #40 (Allura Red, E129) permitted; some US colours banned. 26 fragrance allergens must be declared above threshold. Hair dye ingredients: Annex III restricted substances list. Animal testing banned.

ACCC — approved colour additives follow FSANZ Annex/INCI system for cosmetics. No federal animal testing ban (state bans emerging). INCI names required. No therapeutic claims.

Health Canada Cosmetics Regulations. Prohibited/restricted list (Cosmetic Ingredient Hotlist). Fragrance allergens: Health Canada moving toward EU-style disclosure. Bilingual EN/FR labels. Animal testing phaseout underway.

EU Cosmetics Regulation. Annex IV colours. INCI nomenclature required. No animal testing. German language label mandatory. BfR guidance on fragrance allergens.

GSO standards. Approved colour list closer to EU framework. Halal cosmetics standards increasingly applied — pork-derived ingredients (e.g., carmine from insects may need disclosure). Arabic + English required.

PMD Act for cosmetics. Japan maintains its own permitted colour list (Japanese Pharmaceutical Codex standards). Not all EU/US colours permitted. Specific hair dye restrictions on certain amines. Japanese INCI equivalent naming.

HSA notification. Prohibited substance list (close to EU). INCI + CI numbers required. Hair dye products with certain PPD concentrations restricted. No therapeutic claims.

Drugs & Cosmetics Act + IS standards. BIS certification for certain categories. Hair dyes must comply with BIS IS 4908. Import licence required for cosmetics.

ANVISA cosmetics regulation. Group I (low risk) = notification. Group II (higher risk, including hair dyes) = registration. Portuguese INCI. Fragrance allergen disclosure emerging under new regulation.

MFDS Cosmetics Act. Korea maintains its own permitted colour list (different from EU/US). Functional cosmetics approval for hair dye products with certain actives. Allergen disclosure for 25 specified fragrance components.

NMPA — colour cosmetics are general cosmetics (filing/备案). China has its own approved colour list (different from EU/US). Specific restrictions on heavy metals in lip products (lead limits). Hair dye registration as special cosmetics. CI numbers required in Chinese equivalents. Fragrance allergen disclosure expanding.

NPRA ASEAN Cosmetics Directive — approved colour list follows ASEAN harmonised list (close to EU Annex IV). Notification required. Halal cosmetics excludes animal-derived colourings not halal-certified (carmine controversial). INCI + CI numbers required.

SFDA — GSO approved colour list (aligned with EU Annex IV). Halal cosmetics: carmine (CI 75470) requires disclosure. Arabic + English. Hair dye products with amines: SFDA review. Fragrance allergen list under development.

Thai FDA — approved colour list based on Thai FDA Cosmetics Act regulations (close to EU). Hair dye products with PPD and related amines restricted above certain concentrations. Thai language mandatory. INCI + CI numbers required.

BPOM — Indonesia follows EU-aligned approved colour list. Hair dye products require additional BPOM review. Halal consideration: animal-derived colourants require halal status declaration. Indonesian language mandatory. CI numbers in INCI format.

COFEPRIS — Mexico recognises US FD&C, D&C colours and some EU colours. NOM-141 for cosmetics labelling. Hair dye PPD content limits. Spanish mandatory. INCI + CI numbers required. No EU-banned colours not on COFEPRIS approved list.
