Amazon's Pan-European FBA programme allows you to send inventory to one EU Amazon fulfilment centre and have Amazon distribute it across 8 EU countries — unlocking Prime eligibility and lower fulfilment fees across the continent. For supplement and skincare brands, it's a powerful growth lever. But the VAT implications and compliance complexity are significant.
With Pan-European FBA (PAN-EU), you send inventory to one EU Amazon fulfilment centre (typically Germany or Poland). Amazon's system automatically redistributes your stock across fulfilment centres in Germany, France, Italy, Spain, Netherlands, Poland, Sweden, and Belgium. When a customer in France orders your product, Amazon fulfils from the nearest French warehouse. Benefits: Prime eligibility across all 8 countries, lower local fulfilment fees than cross-border shipping, and better delivery speeds.
By allowing Amazon to store your inventory in multiple EU countries, you create a VAT presence (and therefore registration obligation) in every country where Amazon stores your goods. For most brands using full PAN-EU, this means VAT registration in Germany, France, Italy, Spain, Netherlands, Poland, Sweden, and Belgium — 8 separate VAT registrations, 8 sets of returns. This is manageable with VAT automation software but adds €1,500–€5,000/year in compliance costs. Many supplement brands opt for European Fulfillment Network (EFN) instead — single warehouse, cross-border shipping, higher fees but simpler VAT.
EFN allows you to store inventory in one EU country's Amazon FBA network and ship cross-border to customers across Europe. You pay a cross-border surcharge per unit shipped. Advantages: only one VAT registration needed (in your storage country), simpler compliance. Disadvantages: delivery times are slower than PAN-EU (3–5 days vs 1–2 days), higher per-unit fulfilment fees, non-Prime in some countries. For brands in early European Amazon launch phase, EFN is the sensible starting point before migrating to PAN-EU as volume justifies the compliance overhead.
Using Pan-European FBA means your product is legally placed on the market in 8 EU countries. Each country may have different enforcement priorities. Germany (BfR maximum dose recommendations), France (DGCCRF notification), Italy (Ministry of Health notification) all have specific requirements for supplements. Using PAN-EU without ensuring compliance in each market is a regulatory risk — particularly if a German or Italian enforcement authority inspects your product on-shelf and finds a compliance issue.
