Skincare is regulated by INVIMA as 'Productos de Higiene y Cosméticos' — the compliance pathway is notification-based (faster and cheaper than supplement registration), but a licensed Colombian importer is mandatory.

INVIMA cosmetics notification

Cosmetics and skincare products in Colombia are classified as 'Productos de Higiene y Cosméticos' and regulated under INVIMA's cosmetics framework (aligned with MERCOSUR Decisión 706). Unlike supplements, cosmetics in Colombia generally require a notification (free, online) rather than full registration — making market entry faster. However, the notification must be filed by a Colombian-registered responsible importer (representante legal), and foreign brands cannot notify directly. Sunscreens are classified as cosmetics with SPF claims and may face additional scrutiny; some SPF products may require a separate INVIMA evaluation. Products containing ingredients on INVIMA's restricted substance list require prior authorisation before notification.

INCI labelling and prohibited ingredients

All skincare labels must include INCI ingredient names. Colombia's prohibited and restricted substance list is aligned with the MERCOSUR cosmetics framework (Decisión 706), which largely mirrors the EU Cosmetics Regulation (EC) 1223/2009 Annex II and III. Key points: (1) EU-banned actives (parabens above permitted levels, certain preservatives, hydroquinone above 0.5% in OTC products) are also restricted in Colombia. (2) Fragrance allergen disclosure requirements are developing but not yet mandatory at the same threshold as EU. (3) No therapeutic claims — describing a product as treating a skin condition classifies it as a drug, requiring full pharmaceutical registration. (4) All text must be in Spanish; INCI names are accepted as-is per international convention.

  • Lot/batch number and best before date for products with shelf life under 30 months
