Singapore implements the ASEAN Harmonised Cosmetic Regulatory Scheme based on the ASEAN Cosmetics Directive (ACD). Under this framework: (1) No pre-market approval is required for cosmetics in Singapore. HSA product notification

Cosmetic product notification to HSA is submitted through the ASEAN Cosmetics Notification Portal or HSA's PRISM system. Information required: product name, category, responsible person details (Singapore-established), full ingredient list (INCI), and intended use. Notification is free and takes approximately 14–30 days. Products cannot be sold before notification is complete. Keep records available for post-market surveillance — HSA conducts regular market checks.

Singapore cosmetic labelling requirements

Singapore follows ASEAN Cosmetics Directive labelling standards. English is the working language; multi-language labels are permitted. Required: product name, ingredient list (INCI names), net quantity, country of origin, name and address of responsible person in Singapore, batch number or manufacturing code, and usage directions/precautions where needed. For SPF products: SPF value must be tested and stated in accordance with ASEAN guidelines.
